The Campaign in Mesopotamia falls naturally into two parts. In the first part, which ended with the British capitulation at Kut-el-Amura, strategy was not matched with policy, while departmental administration existed in an unreal world of its own creation. In the second part, when victory crowned the British effort, the three elements essential to success - policy, strategy and administration - were perfectly matched and integrated. Whether the effort was a worthwhile contribution to the winning of the war as a whole is a different matter.
